In Ethiopia, employee compensation includes hourly or salary-based pay, overtime at increased rates (1.25x for day shifts, 1.5x for night, 2x for weekends, 2.5x for holidays), and benefits like paid leave (minimum 16 days annually) and up to 6 months paid leave for specific circumstances, including 120 days for maternity.

Taxation in Ethiopia

Payroll is typically processed every month and employees are subject to a tax rate which is a multi-tiered system covering various income sources. The deductible fee is a tax relief applied to the Pay-As-You-Earn (PAYE) system and amount depends on the salary bands. The employer payroll contributions include the Social Security fund set at 11%, the National Health Insurance Fund (CNAM) set at 3%, and the National Pension Fund (CNAPS) set at 0.7%. The Ethiopian Labour Proclamation No. 1156 of 2019 governs the employment laws in Ethiopia. Key provisions include the following;

  • Work Permits. Foreigners who wish to work in Ethiopia must obtain a work permit. The work permit is issued for three years by the Ministry of Work and is renewed annually. 
  • Paid Annual Leave. Employees in Ethiopia benefit from medical leave, annual leave, maternity and paternity leave, and holiday pay. 
  • Working Hours. The standard working hours for employees is 8 hours per day and 48 hours per week.
  • Termination. Notice for termination of an employment agreement must be in writing. The employer must indicate the date the termination will take effect and reasons for termination.
  • Minimum Wage. Ethiopia does not have minimum wage for the private sector. However, the minimum wage for the public sector is set at the national level, depending on the nature of service and skill level of the employee.
